City of Kingston staff do not offer civil ceremonies. Any Officiant licensed in the Province of Ontario can perform a ceremony at Kingston City Hall. It is a beautiful building to be married in and the rent is quite reasonable.

A civil ceremony/elopement is a marriage ceremony with just the mandatory wording as required in the Marriage Act, to make the ceremony legal. It is similar to what a Justice of the Peace would provide or municipal staff.

Civil ceremonies are designed to provide a service that is not available at local municipalities or through a Justice of the Peace.

Civil ceremonies are ideal for those couples wishing to have a destination wedding in a non-English speaking country. This eliminates the need for bloodwork and/or other requirements in various countries. Also, you can be confident that the marriage ceremony is legal.

A civil ceremony is recommended for those couples who want to invite only a few guests (usually immediate family members which may include their two witnesses and totalling less than 10 people). I can go to their home, coffee shop, City Hall, a restaurant or a local park to perform this type of ceremony. A civil ceremony is not designed for a large venue.

I have experience performing ceremonies together with interpreters for French, Italian, Vietnamese and Chinese couples. I will provide the legal paperwork required for the Province when interpreters are utilized.

I have chosen to reduce my fee for a civil ceremony since it is not necessary to meet with the couple prior to the ceremony as all the information can be obtained via e-mail. (i.e. pertinent information required for legal documents and I ask for a scanned copy of the marriage licence)
